Born 4th September, 1956 in Pella, Adamawa State. He earned his Bachelor of Laws (LLB) from Ahmadu Bello University (ABU), Zaria in 1979 and called to the Nigerian Bar in 1980.
In 2000 he was appointed as an Executive Member of the Interim Management Committee (IMC) of the defunct Petroleum (Special) Trust Fund (PTF).
An avid politician and bureaucrat, he has served in numerous important roles in the political landscape, locally and nationally.
Appointed Managing Director/Chief Executive Officer of the National Inland Waterways Authority (NIWA) 2016 until his appointment as Secretary to the Government of the Federation on October 30th, 2017 by President Muhammadu Buhari who subsequently, reappointed him for a second term on 29th May, 2019. As Secretary to the Government of the Federation he also served as Chairman Presidential Task Force on Covid 19 and Chairman Presidential Transition Council (PTC) 2023.
He is a member of numerous professional bodies and sits on the board of several companies. He has been conferred with the National Productivity Order of Merit (NPoM) Award, the National Honour of the Commander of the Order of the Federal Republic (CFR) and is a recipient of three Honorary Doctorate Degrees amongst others.
He serves on various Christian Fellowships, Boards and Committees.
He enjoys horse racing, travelling, farming etc.
Mr. Mustapha is married and blessed with children.
